Role Summary

We are seeking a proactive and safety-focused Permit Officer to oversee and control Permit to Work (PTW) activities across a high-risk manufacturing environment. This role is critical to ensuring all work activities are planned, assessed and executed safely, with robust controls in place to protect people, equipment and operations. The successful candidate will have Health & Safety experience and possess the confidence to challenge unsafe practices, review permits and risk assessments thoroughly, and stop work when standards are not met. Experience within manufacturing, chemical, pharmaceutical, process or COMAH-regulated environments would be highly advantageous.

Key Responsibilities

  • Manage and administer the site Permit to Work system, ensuring permits are issued, reviewed and closed in accordance with site procedures.
  • Review Risk Assessments and Method Statements (RAMS), ensuring appropriate controls are identified and implemented before work commences.
  • Conduct site inspections and work area walk-downs prior to permit approval, verifying the safe execution of planned activities.
  • Coordinate contractors and multiple simultaneous work activities, identifying and managing potential conflicts and site risks.
  • Oversee isolation and Lock Out, Tag Out, Try Out (LOTOTO) processes to ensure hazardous energy sources are effectively controlled.
  • Monitor permit compliance across site and intervene, challenge or stop work where safety standards, procedures or controls are not being followed.

Skills, Experience & Qualifications

  • NEBOSH General Certificate (or equivalent HSE qualification) and formal Permit to Work Authoriser/Issuer training.
  • Experience issuing and controlling Permit to Work systems within manufacturing, pharmaceutical, chemical, COMAH or similar process industry environments.
  • Strong understanding of risk assessment principles, RAMS reviews, hazard identification and high-risk activities including Hot Work, Confined Space Entry, Electrical Work and Working at Height.
  • Knowledge of engineering systems, plant equipment, mechanical and electrical isolations, and hazardous energy control measures.
  • Ability to interpret engineering drawings, P&IDs and technical documentation.
  • Confident and assertive communicator with excellent attention to detail, contractor management skills and the ability to challenge decisions and uphold safety standards under pressure.

Desirable Qualifications

  • NEBOSH Diploma, IOSH Managing Safely or equivalent advanced safety qualification.
  • Confined Space Authoriser certification, DSEAR awareness, Fire Safety training, Auditor qualification or Incident Investigation training.

If you're a safety-driven professional with the confidence to make risk-based decisions and ensure the highest standards of permit control, we'd love to hear from you.
