About the Opportunity
We are seeking a Civil Project Engineer to serve as Package Project Manager for key civil and architectural scope areas on a large-scale capital project in a regulated manufacturing environment. This is an oversight and coordination role. You will act as the owner's representative and primary point of accountability for your assigned packages, working alongside EPCM partners, design engineering firms, and construction contractors.

Key Responsibilities

  • Serve as Project Manager and primary point of contact for assigned civil and architectural packages
  • Oversee and manage scope for packages including:
    • Secondary steel
    • Ceilings
    • Roofing
    • Flooring
    • Drywall
    • Painting
    • Cold rooms (where prior experience applies)
  • Ensure scope definition, design completeness, and constructability readiness are fully in place
  • Review and validate change orders, including:
    • Assessing scope accuracy
    • Identifying missing or unclear elements
    • Evaluating gaps between design intent and execution
  • Coordinate across EPCM partners, design engineering firms, and construction contractors to keep all parties aligned
  • Participate in progress and coordination meetings and drive issues to closure
  • Maintain alignment with cost, schedule, scope, and quality expectations
  • Provide owner's-side oversight rather than daily field execution; site presence is welcome but not required

Required Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related technical discipline
  • 5-10 years of project engineering, construction management, or project management experience
  • Experience managing multi-million-dollar scopes, typically $10-15M+
  • Experience working with EPCM organizations, design engineering firms, and multi-discipline construction teams
  • Strong understanding of scope definition, change control, and package-level delivery
  • Excellent coordination, communication, and organizational skills

Preferred Experience

  • Background in pharmaceutical manufacturing (preferred); other regulated industries such as medical device or chemical also considered
  • Prior owner's representative experience
  • Experience with interior and architectural finish packages

Ideal Candidate
A strong communicator who leads through influence and is comfortable managing interfaces between multiple firms. You are detail-oriented on scope and change control, and you enjoy being the single point of accountability for your packages.
