Overview
The Turnover Package Lead - BSS / TCCC is responsible for end‑to‑end ownership of system turnover on a large-scale pharmaceutical capital project. This role serves as the final authority for turnover package approval, ensuring proper care, custody, control, and documentation from construction through testing, mechanical completion, commissioning, and formal handover.
This position requires a high-level ("helicopter view") perspective, coordinating across multiple disciplines while maintaining a complete, audit-ready turnover documentation trail from project initiation through final handoff.
Key Responsibilities
- Lead and manage system turnover packages with full ownership of care, custody, and control
- Act as the final signatory for turnover approval following EPC testing, mechanical completion (MC), and commissioning
- Track and coordinate turnover readiness across HVAC, electrical, structural, and building systems
- Maintain a complete and defensible documentation trail from early construction through final turnover
- Ensure turnover packages comply with project requirements, GMP standards, and owner expectations
- Participate heavily in coordination, readiness, and review meetings with EPC, construction, commissioning, and owner teams
- Provide oversight of how system documentation is generated, reviewed, compiled, and transferred
- Support both greenfield and brownfield project environments
Required Experience & Qualifications
- Extensive experience leading system turnover on large pharmaceutical capital projects
- Strong background in BSS and TCCC turnover methodologies
- Proven experience working with major EPC firms through testing, MC, and commissioning phases
- Demonstrated authority in equipment and system turnover with signature approval responsibility
- Strong documentation control skills with audit-ready governance processes
- Ability to operate at a senior, cross-functional level with broad technical oversight
- Pharmaceutical manufacturing experience required (Big Pharma strongly preferred)

- Large, complex pharmaceutical manufacturing facilities
- High-volume, multi-system turnover environments
- Greenfield and/or brownfield project execution
